Policy Template Editor - one of the most powerful tools in Windows 2003-XP-2000-NT is the System Policy Editor (SPE). Administrators use it to create system policies. System policies are restrictions that a systems administrator can place on a computer, user, or global group. These restrictions control user and machine specific settings on 2003-XP-2000-NT Server and Workstation. When a user logs on, the group or policy file is loaded into the Registry of the local PC. Policy Template Files:
The SPE can modify only Registry entries for which a policy template exists. Policy template files are a plaintext list of all possible policies.
