i have been searching for a long time for this book "C++ How To Program 4th Edition"
so please if anyone can help me to find this book in ENGLISH language.

Могу только сказать, что книги от Deitel мало профессиональны.

Целой книги не нашел. Ест 5,9 и 16 главы.

For the case you does not understand russian ...

I could not find the whole book, only some chapters: 5,9 and 16.
